Unsure of the scope but this is potentially urgent. I'm not seeing the error myself when I test, but the team says they received a lot of emails about this issue. Please investigate -- see this error message from a user, it's clearly related to locationId. Can't send the example user as they aren't getting saved in the system.

Yayem We've just instructed affected users to try again but getting reports of the same issue. Here's a name of someone trying to apply, if it's helpful: Blaire Dessent.
Without knowing the full scope I'd say this is urgent.
