1) resubscribed this user
2) resent the approval email
3) removed the lone "unsubscribe option" from the Incomplete Application email (as it is not a marketing email) to prevent this issue from happening again

That's a differrent email - we are talking about the email they receive when they get approved. Does that have an unsub button? (fyi I would classify the incomplete one as marketing)

The Onboarding Flow - Incomplete Application email has an unsubscribe button (see image attached)

Yayem As this is an instant email triggered by status change, shouldn't it be set up as transactional in the system? It's not marketing so unsub should not matter.
